On Wednesday, the state’s Department of Consumer Protection (DCP) issued cease-and-desist orders to Robinhood, Kalshi, and Crypto.com, accusing them of conducting unlicensed online gambling activities, particularly in relation to sports wagering.

The official notices issued by the DCP assert that each of these companies is "hereby ordered to immediately cease and desist advertising, offering, promoting, or otherwise making available Contracts or any other form of unlicensed online gambling to Connecticut residents." Connecticut DCP Commissioner Bryan T. Cafferelli pointed out that none of the entities have the appropriate approvals to facilitate wagering in the state. Even if they possessed the licenses, he argued, their contracts would still be at odds with several state laws, particularly concerning prohibitions on offering bets to individuals under 21.

Robinhood’s Defense

Amid the flurry of legal challenges, Robinhood has pushed back, asserting that its operations are compliant with federal regulation. A spokesperson for Robinhood emphasized that their event contracts are registered under the Commodity Futures Trading Commission (CFTC), allowing consumers to partake in prediction markets safely. “Robinhood’s event contracts are federally regulated by the CFTC and offered through Robinhood Derivatives, LLC,” the company stated, reinforcing its position as a secure and compliant marketplace.
