A recent report by EPB, a municipal utility serving Chattanooga, Tennessee, underscores the transformative power of fiber-optic broadband. Since the establishment of this infrastructure 15 years ago, the economic impact has exceeded $5.3 billion, generating over 10,400 jobs in the region. As Chattanooga adopted the moniker “Gig City,” it signaled a commitment to embracing technology and improving the quality of life for its residents while competing in a digitally connected economy.
### Transitioning to a Hub of Innovation
“The fiber infrastructure helped our city transition from a manufacturing-heavy economy to a hub for innovation and entrepreneurship,” said Stephanie Cepak, press secretary for Mayor Tim Kelly. She emphasized that economic development relies on a skilled and connected workforce. With robust fiber infrastructure, cities can bridge the digital divide, ensuring that all residents access economic opportunities.
### The Birth of “Gig City”
To foster this transformation, EPB spearheaded a $396 million project aimed at developing a fiber broadband infrastructure. The primary goal was to enable “smart grid” technologies, which improve automation, enhance efficiencies, and ultimately reduce outages. Community economist William Plank noted that while the initial focus was on the smart grid, extending fiber to residents was a natural evolution of the project.
### Benefits Beyond High-Speed Internet
Moreover, Chattanooga’s city operations have benefited tremendously from the smarter framework enabled by fiber. The city now leverages advanced smart city technologies, including AI and lidar, to analyze traffic patterns in real time, which has led to decreased congestion and improved pedestrian safety. “Fiber bandwidth allows for real-time intelligence centers and high-definition video analysis to assist law enforcement,” Cepak shared.
### Rising Household Incomes and Wealth
EPB officials regard their investment in fiber broadband as a significant boon for the community. Jim Ingraham, vice president for strategic research at EPB, pointed out a notable increase in household income—from $36,000 when the fiber network was launched to an expected $72,500 in 2024. “The community has become wealthier, as a result of this investment,” he affirmed.
### Other Communities Following Suit
Inspired by Chattanooga’s success, other communities are beginning to explore their own fiber-optic broadband projects. The city of Chico in northern California has recently embarked on a municipal fiber utility project, having installed 130,000 linear feet of fiber infrastructure, covering about 65% of the planned area. Deputy Director for Information Systems, Josh Marquis, explained that Chico’s decision to self-initiate this project arose from a lack of broadband options available to its residents.
### Affordable Internet Solutions
Chico’s new infrastructure aims to reduce the monthly cost of internet service from roughly $120 to a more manageable $40 to $50. As with EPB in Chattanooga, stable pricing for broadband services is crucial for ensuring accessibility. In fact, EPB has built a favorable reputation around its affordable gigabit fiber broadband services, which have facilitated telehealth, remote work, and made Chattanooga an attractive place for newcomers.
### Federal Support for Fiber Initiatives
The Broadband Equity, Access, and Deployment (BEAD) Program, part of the 2021 Infrastructure Investment and Jobs Act, has identified fiber as the preferred technology to help close the digital divide in rural and underserved areas nationwide. While the current federal guidance accommodates other technologies, such as low-Earth orbit satellite services, fiber continues to be recognized for its reliability and long-term potential.
### Future-Proofing Fiber Investments
Community-specific evaluations, as highlighted by Plank, are essential for determining which technology will work best for any given area. While fiber has proven to be successful for Chattanooga, other communities should assess their unique needs. Chico’s officials have taken a long-term view, asserting that fiber ensures operational relevance for two to three decades.

Plank emphasizes the importance of looking to the future, stating, “We’re moving from an information age to what I believe will be a quantum age.” Plans to build a quantum internet in the coming decade demonstrate the commitment to remaining at the cutting edge of technology in Chattanooga and beyond.
