In a fascinating twist on a familiar technology, officials in San Jose, California, have embarked on an innovative pilot project that harnesses GoPro cameras not just for capturing thrilling moments in extreme sports, but for a critical urban concern: identifying potholes. The Pilot Project Overview
Launched in 2023, the AI-Powered Road Safety Conditions Pilot utilizes high-definition cameras mounted on a parking enforcement vehicle to assess the streetscape. The project aims to identify road hazards, focusing on the persistent issue of potholes. Impressively, the AI system managed to detect potholes with a 97 percent accuracy rate and identified trash or debris on roadways with an 88 percent accuracy.
Stephen Caines, San Jose’s chief innovation officer and senior adviser to Mayor Matt Mahan, shared that the project involved collaboration with technology firms like City Rover and Blue Systems. This collaboration underscores a growing trend of public-private partnerships in addressing civic challenges through technology.
Enhancing Road Safety
In addition to pinpointing potholes, the initiative aspires to broaden its scope further in the next phase. Plans are in the works to mount the cameras on street sweepers, allowing for a more comprehensive road-level perspective that encompasses travel lanes, bike paths, and sidewalks. This expansion is not merely a logistical improvement; it aims to gather richer data on the various factors affecting roadway safety.
With funding assistance from the Toyota Mobility Foundation, this next phase aims to build a robust understanding of the issues surrounding traffic safety. Caines emphasized the urgency of addressing roadway safety, recalling tragic incidents such as a recent downtown scooter accident that resulted in a fatality.
Building an Open-Source AI Database
A standout feature of this project is its goal of creating “the nation’s first open-source AI training database.” Caines elaborated on this vision, aiming to allow other cities to benefit from the insights gathered during the pilot. San Jose, recognized as a founding member of the GovAI Coalition, is part of a wider movement to collaborate on effective public sector AI deployment and policy development.
The GovAI Coalition includes approximately 850 government agencies and around 2,500 members, merging public and private sector expertise to tackle common challenges associated with AI technologies. By sharing its experiences and data with others, San Jose hopes to foster a more collaborative environment for urban improvement.
Importance of Data Governance
As the project progresses, data governance remains a priority. Leila Doty, a privacy and AI analyst for the city, stressed the necessity of implementing sound data governance practices if the city wants to maximize the benefits of its AI initiatives. During a webinar in August, she noted that foundational data governance is crucial for effective AI utilization.
Ensuring that these practices are established will not only help San Jose make informed decisions but also pave the way for transparency and accountability as they continue to develop AI tools for public use.
Integration with City Services

Eventually, the AI system will be linked to this platform, allowing identified problems, such as potholes or road debris, to trigger a 311 request. Caines pointed out that currently, the primary focus is on accuracy and collaboration with various city departments to clarify their specific needs. By laying this groundwork, the project is setting a strong foundation for future technological integration that directly benefits residents.
