Mark Porter, executive director of OHS, elaborates on the system’s design: “We’re all human, and details can slip through the cracks. Those little things—like tattoos or glasses—can be pivotal.” The platform is constructed to ensure that no detail is overlooked. Once a user indicates they have finished reporting, the chat ends, but only after every pertinent question has been addressed.

Since its soft launch in August, Safeguard Ohio has already made a noticeable impact. Prior to the platform’s introduction, the state would receive an average of only 30 reports of suspicious activity a month. In just a few weeks, that number has tripled, indicating the community’s growing willingness to engage and report threats. “We were looking at our numbers,” Porter admits, expressing satisfaction with the uptick in participation.
The platform not only collects information but retains it for 30 days, after which it is integrated into a case management system to potentially be shared with various law enforcement agencies. This systematic approach aids in building a comprehensive view of community safety and potential threats.

What sets this platform apart is its underlying technology, which leverages artificial intelligence to streamline the reporting process. Lisa London, CEO of Vigiliti, highlights how the chatbot mechanism fosters intuitive interactions. “It automatically asks the right follow-up questions, allowing for a richer collection of actionable intelligence,” she notes. This eliminates the common challenge of analysts chasing incomplete leads and ensures that the information collected is substantive and useful from the outset.
The effectiveness of the platform relies heavily on the depth of the reports. As Porter explains, increasing both the number and quality of reports enhances the opportunities for law enforcement to derive actionable intelligence. “The more detailed the information, the more probable it becomes that we will have valuable leads,” he says.
