Drone Technology and First Response
The accumulated insights from the manhunt led Brooklyn Park Police to rethink their current use of drones, unveiling the concept of Drones as First Responders (DFR). This model involves dispatching remotely operated drones to 911 call locations, often enabling them to arrive before traditional emergency personnel. Sgt. Brandy Gelle, the department’s drone coordinator, indicated that they are still in the early stages of this technology, stating, “We’re in the not quite infancy, not quite toddler stage with the drones.”
In practice, drones offer officers a strategic vantage point by allowing them to assess situations from a safe distance. The department introduced drones to their operations in 2023, equipping patrol units with a variety of unmanned aerial vehicles (UAVs) that maximize their situational awareness during calls. Gelle described the advantages, noting, “It’s giving the force more eyes on what they’re walking into so they can plan accordingly.”

So that’s three to five minutes more that someone can get away,” she explained. Additionally, Officer Ryan Smith, lead trainer of Brooklyn Park’s drone program, pointed out the constraints posed by battery life, stating that interior drones can only run for approximately 10 to 15 minutes before needing a swap—an unwieldy limitation during high-stakes scenarios.
These realities prompted renewed discussions about the necessity for a more responsive drone program. Gelle noted that had a DFR system been in place during the manhunt, they could have potentially detected the suspect’s movements almost immediately.
National Expansion of DFR Programs

Police Chief Scott Boerboom expressed excitement about being at the forefront of this technological development, reflecting on how such advancements have already proven effective in other parts of the country.

In Minnesota, spending on such technology has surged to nearly $2 million, significantly higher than the mere $380,000 allocated in 2021. This exponential growth highlights the growing recognition of drones as vital tools in public safety.

However, with great advancement comes significant concern. As DFR programs gain traction, they ignite conversations about privacy in a surveillance-laden society. Public sentiment can be sharply divided, as witnessed by an incident involving Gelle when a resident expressed frustration over a drone landing in his yard during police activity. “Some guy got upset that there was this big drone in his yard and went up to it and kicked it,” she recounted.
