At the helm of this transformation, Steven Harpe—Executive Director of the Oklahoma Department of Corrections (ODOC)—is harnessing AI as a critical strategic tool to reshape how corrections work. A Vision for Change

Harpe, a former Chief Information Officer (CIO), has been with ODOC since late 2022 and is keen on implementing tech initiatives that improve inmate management. He recognizes that adopting AI can profoundly impact various operational areas, particularly in enhancing safety, streamlining processes, and redefining staff roles. “I think you’re going to see [AI use] significantly increase in the next 12 to 18 months,” Harpe commented, reflecting his eagerness to stay ahead of the curve in technology.

Enhancing Safety and Efficiency

One of Harpe’s primary goals is to elevate safety within correctional facilities. AI tools can help define a new operational standard by monitoring inmate movement and identifying potential threats. Drones flying over prison yards are just one example of how AI can enhance surveillance, facilitating a safer environment by keeping an eye out for unauthorized activities, including contraband drops.

Another significant innovation on the horizon is the use of AI for inmate head counts. Currently, ODOC conducts counts 11 times a day, a process that strains both time and resources. “Counts are the most important thing we do, but it’s also the most time-intensive,” noted Harpe. By deploying camera technology and AI algorithms, ODOC could potentially free up thousands of officer hours, allowing them to focus on more critical safety tasks.

Shifting the Focus to Mental Health

Interestingly, Harpe believes that AI should not just be about efficiency but should support the emotional and mental health of inmates. Correctional officers often play crucial roles as stabilizing forces in crises, providing support and de-escalation. Harpe advocates for enhancing these direct interactions, stating, “I want more of those interactions, not just counting bodies.” By alleviating administrative burdens through the use of AI, officers can dedicate more time to engaging with inmates, fostering a more supportive environment.

Monitoring Communications

The challenge of regulating communication within correctional facilities is substantial. To tackle this, ODOC is piloting Leo Technologies to monitor telephone and online communications for red flags related to drug smuggling, self-harm, or violence. With privacy concerns in mind, Harpe emphasizes that responsible use is paramount in these deployments. However, he also highlights the structured nature of correctional environments as a factor making these technologies manageable and effective.

Administrative Innovations

Beyond operational enhancements, AI is set to redefine the administrative landscape in ODOC. The Oklahoma Correctional Industries (OCI) program, which employs inmates to produce goods and services, is expected to benefit from AI applications designed to optimize processes like invoicing and project management. Harpe notes that while OCI has a potential income target of $100 million, the current revenue is only about $13 million. By leveraging AI, there’s significant room for growth and improvement.

Employing Experience for Modernization

Harpe’s extensive background in technology and governance informs his approach to leading ODOC through these changes. Having previously held positions in the private tech sector and state government, his dual experience brings a unique perspective to corrections. As a board member of the American Correctional Association since 2024, he emphasizes ongoing policy development and technological advancements in corrections.

Reflecting on his vision for the future, Harpe stated, “The future is artificial intelligence. Using AI is not about replacing people; it’s about empowering them.” His commitment to using AI to support security and operational efficiency illustrates a forward-thinking approach that prioritizes the transformation of lives within a safe environment.
